LEPC Pilot
Following a competitive process, the Workforce Development Board (WDB) was contracted commencing December of 2015 to deliver the Local Employment Planning Council (LEPC) pilot project for the communities of Peterborough, Kawartha Lakes, Northumberland and Haliburton.
The LEPC pilot ended March 31, 2020 and effective April 1, 2020, the WDB reverted to the structure of a Local Board.
Over the course of the pilot, the WDB completed 24 projects, a Community Labour Market Plan, a Labour Market Information Strategy Report that was a collaborative project of all eight LEPCs, launched a Labour Market Information (LMI) Help Desk (and during the Pilot project processed over 300 LMI requests), and released a Local Jobs Hub Tool, Eye on the Labour Market newsletter, and a Community Connections monthly newsletter.
Governance Structure
Under the LEPC pilot project, WDB worked to strengthen and broaden partnerships to identify local priorities, as well as challenges and opportunities with respect to workforce development planning.
WDB Secretariat (Board of Directors) – provided support for the following areas:
- Administration (organizing and facilitating meetings, events, etc.)
- Labour Market Information collection, analysis & dissemination to local community stakeholders
- Stakeholder liaison, engagement and partnership building
Central Planning Table – was the primary consultative body composed of key community representatives (such as service providers, employer groups, different levels of government) that provided oversight to subject matter working groups and worked collaboratively with the community stakeholders to make recommendations to the Secretariat.
Their mandate was to provide leadership, counsel, and oversight regarding the exploration, development and delivery of evidence-based initiatives that positively influence priorities to strengthen the local labour market.
